PHOENIX AVIATION ADVISORY BOARD
The Phoenix Aviation Advisory Board (PAAB) is made up of nine members appointed by the Mayor and City Council to four year terms. The Board usually meets monthly to review airport policies. Members make recommendations to the City Council on major airport projects, concession contracts and leases. Board membership is voluntary and members receive no compensation for their services. All major decisions are ultimately made by the Phoenix Mayor and City Council. Before major issues are brought before the Council, they are reviewed by the Board.

The Phoenix Aviation Advisory Board usually meets on the third Thursday of the month at 3 p.m. in the Phoenix Aviation Advisory Board Room in Terminal 3, West Mezzanine at Phoenix Sky Harbor International Airport. Dates and times of the meetings are subject to change for quorum purposes. These meetings are open to the public and the public is welcome to attend. Please see the information below to download the monthly agenda packet. Agenda packets are available at least 48 hours prior to the meeting and will remain posted until just before the next meeting.

Subcommittees Monthly Agenda Packet
The Phoenix Aviation Advisory Board's two subcommittes are: (1) Business & Development Subcommittee and (2) Planning & Development Subcommittee. The Business & Development Subcommittee usually meets on the first Thursday of each month at 2:30 p.m. in the Aviation Conference Room. The Planning & Development Subcommittee usually meets on the first Tuesday of each month at 2:30 p.m. in the Aviation Conference Room.

Phoenix Aviation Advisory Board Members
Mr. Bruce Mosby, Chairman
Mosby is involved in numerous businesses and non-profit organizations including his position as Executive Director of Unity of Phoenix and consultant to the Pantheon Chemical Corporation. Mosby was formerly President and CEO of the Greater Phoenix Black Chamber of Commerce. Aviation Board member since 2005.
Ms. Patty Johnson, Vice Chair
Johnson owns Connections Marketing & Communications, a firm that advises professional services organizations on the development and implementation of an integrated marketing, communications and business development strategy. She is a board member with Homeward Bound, is a member of the Public Relations Society of America and the Legal Marketing Association, where she serves on the education sub-committee. She also recently served for two years as a member of the city of Phoenix Planning and Zoning Commission where she served on the Downtown Design Standards Sub-Committee. She has been an Aviation Board member since 2006.
Mr. Benito Almanza
As president, Bank of America Arizona, Almanza is responsible for all lines of business efforts, community and civic activities in the state. He has been with Bank of America for 30 years, working in California before moving to Arizona in 1992. He has held leadership positions in a variety of areas within the Commercial and Business Banking Groups. A native of Hanford, Calif., Almanza is a graduate of Stanford University and the University of Santa Clara. He is a member of the California State Bar Association and the U.S. District Court Northern District Association.
Mr. Andrew M. Cohn
Cohn joined Levine Investments Limited Partnership in March 2003 as Director of Real Estate. Primary functions include acquisition, disposition and evaluation of real estate holdings. Cohn also plays an active role in several companies owned or controlled by Levine et al, including Global Water Resources. Aviation Board member since 2007.
Mr. Art Hamilton
After 34 years with Salt River Project, Hamilton is now a partner in the public affairs firm of Hamilton, Gullett, Davis & Roman. He was a member of the Arizona House of Representatives for 26 years and was appointed by President Clinton to the Advisory Council on Intergovernmental Relations. Aviation Board member since 2003.
Mr. Jeff Moorad
Moorad is a General Partner of the Arizona Diamondbacks baseball team ownership group. He plays an active role in the day-to-day operation of the franchise. As founder of Moorad Sports Management specializing in Major League Baseball, Moorad has helped to revolutionize player representation. Aviation Board member since 2005.
Ms. Paulina Vazquez Morris
Morris is director of the Maricopa Integrated Health System. She earned both her Bachelor of Arts and Juris Doctor Degrees from the University of Arizona in Tucson and Masters Degrees in Business and Health Administration at Arizona State University. Morris has worked as legal counsel and staff for the Arizona Healthcare Federation, as a fellow for Banner Health, associate general counsel for Doctors Community Healthcare Corporation and chief counsel to the Arizona Department of Economic Security. Most recently, she served as chief legal counsel to the Arizona Board of Regents. She and her husband of 15 years, Jason, have two sons, Diego and Mateo.
Mr. Vince Roig
Roig is Chairman of the Board of Helios Education Foundation, the largest nonprofit organization serving Arizona and Florida focused solely on education. Prior to this, he was Chairman, President and CEO of Southwest Student Services for more than 20 years. Roig serves or has served on the boards of numerous organizations, including the National Council of Higher Education Loan Programs, Valley of the Sun United Way, Valley of the Sun United Way Foundation, Greater Phoenix Leadership and the Phoenix Art Museum. He received his Bachelor of Science degree in Secondary Education from Athens College and his Master of Science in Secondary Education from Richmond College City University of New York.
Mr. Jack Tevlin
Tevlin is a former Deputy City Manager for the city of Phoenix. His career with the city of Phoenix spanned 26 years. Since his retirement in 2003, Tevlin has continued to be a very active member of the Phoenix community working closely with the Light Rail project and serving as Chairman of the Board for Friends of Transit.
