Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the City Council and to the general public that the City Council will hold a meeting open to the public on Tuesday, November 25, 2008, at 2:00 P.M. located in the City Council Chambers, 200 West Jefferson, Phoenix, Arizona. Council members may participate by telephone. As indicated in the Agenda, the City Council may vote to go into Executive Session, which will not be open to the public, for the purpose of discussing those matters listed on the Agenda. |

Councilman Mattox presented a Friend of Phoenix Award to Ima Jean Dolan for her work in organizing the Grandma’s Day Event for residents in District 5.
Councilwoman Baier thanked volunteers that participated in
a recent bone marrow donation drive to support
Councilwoman Williams thanked those that participated in the Pioneer Village Thanksgiving event.

Dana Wolfe Naimark, President/CEO of the Children’s Action Alliance, presented Councilman Greg Stanton with the Jacque Steiner Public Leadership Award for Children.
City Manager Frank Fairbanks gave a PowerPoint presentation that provided an update on the City budget. He indicated the $200 – $250 million deficit estimate has not changed.

Action Taken:
Deputy City Manager Rick Naimark stated last year’s budget
cuts prompted the possibility of Parks and Recreation Department recreation
centers closing one day per week. He
explained a user fee was created to help fund the centers, and local businesses
volunteered to donate money to help residents that could not afford to pay the
fee. He then introduced
Ms. Erickson and Mr. Vera thanked participating businesses,
including El Bravo, Grand Isle Yogurt (Coldstone
and Einstein Bros.), JD Hogg’s,
Donors present and speaking in support of the City’s efforts included County Supervisor Mary Rose Wilcox, Terry Ell (Host Marriott Inc.), Candace Norgrass (Paradise Bakery), and Art Othon (El Bravo).
Mr. Ell noted his organization was happy to assist and pledged to do so again in the coming year.
The Mayor and Council members each thanked the donors present for their contributions.

NORTH I-17 CORRIDOR UPDATE |

This report provides the City Council with an update on economic activity along the North Interstate 17 corridor within Council District 1.

Action Taken:
Councilwoman Williams indicated this item highlighted retail opportunities in District 1, and she also introduced Goldwater Block Watch leader Jim Shoemaker.
Deputy City Manager David Krietor introduced Community and Economic Development Director Don Maxwell and Neighborhood Services Director Jerome Miller.
Mr. Maxwell explained the northern stretch of the I-17 corridor offers a variety of commercial, retail, and cultural opportunities. He noted additional opportunities exist for future growth and investment.
Mr. Miller noted the Neighborhood Services Department has partnered with Metrocenter mall and neighborhood leaders to promote the area.
A film was then shown highlighting the north I-17 corridor’s retail offerings.
Mr. Maxwell noted the area’s retail development creates revenue that funds important City services.
Mayor Gordon asked about future light rail routes and their
connection to the Metrocenter area and west
Valley. He added the City may be able to
work with
Mr. Krietor emphasized the importance of the Metrocenter area, not only as a retail hub but also as revenue generator to fund City services.
Councilman Johnson stated discussions about future light
rail options should include south
Mr. Krietor noted staff would be giving a city-wide Shop Phoenix presentation at a Council Policy session in the near future.
Mayor Gordon indicated a Shop Phoenix kickoff was set for
the week before Christmas. He then asked
City Attorney Gary Verburg whether Channel 11 may be used to present
information on

PLASTIC BAG RECYCLING UPDATE |

This report provides an update to the City Council on the
results of the one-year-old Bag Central
Station-Where Plastic Bags Belong voluntary plastic bag recycling
program. Staff requests the City Council
approve continued implementation of the Bag Central Station where-Where Plastic
Bags Belong program. Staff will return
with an update in June, 2009.

Action Taken:
Deputy City Manager Rick Naimark introduced Public Works Acting Director Carolyn Bristo and Assistant Public Works Director John Trujillo to discuss the department’s Bag Central Station – Where Plastic Bags Belong voluntary plastic bag recycling campaign.
Ms. Bristo stated plastic bags are a major concern both for their environmental effects, as well as the damage they cause City recycling equipment. She explained the department collaborated with the Arizona Food Marketing Alliance (AFMA) to initiate a voluntary plastic bag recycling program.
Mr. Trujillo gave a PowerPoint presentation that described the program’s goals, operation, and results. He stated the program has distributed 30,000 reusable bags to residents, and added staff has recorded a 20% decrease in the amount of plastic bags entering City recycling facilities.
Mayor Gordon left the meeting at
Councilman Stanton thanked staff and AFMA for their work and affirmed small lifestyle changes can have dramatic positive impacts on the environment.
Councilman Mattox noted the success of the partnership between the City and merchants and stated the program should continue.
Councilwoman Baier thanked Paradise Valley Mall for its commitment to the program and contributions to District 3.
Councilman Mattox made a motion to continue to the plastic bag recycling program. Councilman Stanton seconded the motion, which passed unanimously.

Councilman Mattox presented a “Friend of Phoenix
Award” to Imogen Dolan for her hard work with neighborhoods. He mentioned her work with the Grandma’s Day
event which she has hosted for the last four years. Mr. Mattox stated she exemplifies a model
citizen.

Action Alliance, in honor of his leadership in: Head Start programs, K-12
programs, and creating good quality after‑school programs for children.
