LIQUOR LICENSE APPLICATIONS RECEIVED FOR THE PERIOD OF SEPTEMBER 10, 2008 THROUGH SEPTEMBER 16, 2008

 

 

This report provides advance notice of liquor license applications that were received by the City Clerk during the period of Wednesday, September 10, 2008 through Tuesday, September 16, 2008.

 

INFORMATION

The liquor license application process includes the posting of a public notice of the application at the proposed location for twenty days and the distribution of an application copy or a copy of this report to the following departments for their review: Finance, Planning, Police, Fire, Street Transportation, Development Services, and the Maricopa County Health Department.  Additionally, License Services mails a notice to all registered neighborhood organizations within a one-mile radius of each proposed business location (excluding Special Events).

 

Additional information on the items listed below is generally not available until the twenty-day posting/review period has expired.

CITY COUNCIL POLICY SESSION

TUESDAY, SEPTEMBER 16, 2008 - 2:00 P.M.

CITY COUNCIL CHAMBERS

Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the City Council and to the general public that the City Council will hold a meeting open to the public on Tuesday, September 16, 2008, at 2:00 P.M. located in the City Council Chambers, 200 West Jefferson, Phoenix, Arizona.  Council members may participate by telephone.  As indicated in the Agenda, the City Council may vote to go into Executive Session, which will not be open to the public, for the purpose of discussing those matters listed on the Agenda.

AN EXECUTIVE SESSION WAS CALLED FOR THIS TIME AT THE POLICY MEETING OF SEPTEMBER 2, 2008.

Action Taken:

Mayor Gordon called the meeting to order at 2:33 p.m.  Council members Baier, Johnson, Nowakowski, Simplot, and Williams were present.   Councilman Mattox joined the meeting at 2:38 p.m.  Vice Mayor Neely joined the meeting at 2:42 p.m.  Councilman Stanton joined the meeting at 2:50 p.m.

COUNCIL INFORMATION AND FOLLOW-UP REQUESTS.

 

This item is scheduled to give City Council members an opportunity to publicly request information or follow-up on issues of interest to the community.  If the information is available, staff will immediately provide it to the City Council member.  No decisions will be made or action taken.

 

Action Taken:

There were no information requests.

 

CONSENT AGENDA.

This item is scheduled to allow the City Council to act on the Mayor’s recommendations on the Consent Agenda.  The Consent Agenda has been publicly posted.

Action Taken:

Councilman Johnson moved approval of the Consent Agenda.   Councilwoman Williams seconded the motion, which passed unanimously.

 

CALL FOR AN EXECUTIVE SESSION.

 

A vote to call an Executive Session may be held.

 

Action Taken:

Councilman Johnson stated there will be no call for Executive Session since an Executive Session scheduled for September 23rd, 2008 at 1 p.m. was called for at the Policy Session Meeting on Tuesday, September 2nd, 2008.

 

INFORMATION REQUESTS ON FORMAL AGENDA ITEMS.

 

This item is scheduled to give City Council members an opportunity to ask questions about the Formal Agenda on Wednesday, September 17, 2008.  If the information is available, staff will immediately provide it to the City Council member.

 

Action Taken:

Mayor Gordon stated that a request had been made by at least two Council members to hold an add-on item and asked for clarification on the policy involving that.

 

City Manager Frank Fairbanks explained that the add‑ons are for the Formal Council Meeting adding that there could be a motion to continue and then the Council would vote on it.  He indicated it is the Consent Agenda where there is an automatic continuance under the Council rules.

 

REPORTS BY THE CITY MANAGER.

 

This item is scheduled to allow the City Manager to report on changes in the City Council Agenda and provide brief informational reports on urgent issues.  The City Council may discuss these reports but no action will be taken.

RECOGNITION FOR STORM CLEANUP EFFORTS

The purpose of this report is to provide special recognition to the various City of Phoenix departments, Salt River Project (SRP), Arizona Public Service (APS), and their respective employees who worked tirelessly to clean up storm damage resulting from a recent monsoon storm.

 

This item is for information only.  No City Council action is required.

Action Taken:

Assistant City Manager Alton Washington introduced the item.  He explained that a storm that occurred just before Labor Day caused a tremendous amount of damage throughout the city.  He further stated there was a significant response from both the private and public sectors to address the problems caused.

 

Mr. Washington introduced Public Safety Manager Jack Harris to further elaborate on the storm clean up efforts and to recognize all of those involved.

                                                 

Mr. Harris indicated he wanted to recognize people from the private sector and City departments that collaborated to create a remarkable effort in an emergency response situation after a storm that occurred on August 28th.  He then provided a video presentation of storm damage response efforts.

 

Councilman Mattox joined the meeting at 2:38 p.m.  Councilman Johnson left the meeting at 2:38 p.m. and returned at 2:41 p.m.  Vice Mayor Neely joined the meeting at 2:42 p.m.

 

Mr. Harris stated he was impressed by the cooperation of many City departments and the Emergency Management Coordinator and the implementation of plans they had worked for years to put together for just such an emergency.  He emphasized that their response shows the City is well prepared to handle other similar emergencies.

Mr. Harris then thanked and introduced the following people: Steve Wheeler, Executive Vice-President in charge of customer service and regulation for APS; Tommy Friddle, Department Leader for APS Operations and Maintenance; Sam Hoover from International Brotherhood of Electrical Workers, President of the Local 387; and John Underhill, Manager of SRP Electric Systems Operation and Maintenance.

 

Mayor Gordon recognized and thanked community partners, the Red Cross, neighborhood association leaders and Community Emergency Response Team leaders, his colleagues, APS and SRP first responders, Fire and Police.

 

Mr. Wheeler stated APS recognized their employees’ efforts by placing an ad in the newspaper listing the names of all those who risked their lives that weekend.  He further added he appreciates the City’s recognition of their hard work and returned the favor by thanking the City.  He said they could not have completed their job without the assistance of various City departments.

 

Mayor Gordon thanked Mr. Wheeler and requested he stay for a photograph.  He acknowledged the work of Councilman Nowakowski during that weekend for distributing information throughout the Encanto area which was without power.

 

Councilman Stanton joined the meeting at 2:50 p.m.

 

Mr. Underhill described how SRP tracked the storm and coordinated clean up efforts. He thanked the City for helping them do their job.

 

Mayor Gordon requested everyone involved in clean up efforts to come up for a group photograph.

 

Mr. Gordon thanked Assistant City Manager Alton Washington and Public Information Director Toni Maccarone for their help that weekend.

 

Councilman Nowakowski thanked the historic areas for their efforts.  He was impressed by how they came together and supported one another.  He also expressed concern for those without power and suggested for future emergencies that flyers be distributed throughout the neighborhoods with information on where to get assistance.

 

Mayor Gordon pointed out that recently a group of APS employees participated in the International Linemen Rodeo and finished in the top tier of several categories.

Mayor Gordon asked Councilman Mattox to read the information of the recipients of the Employee Service Award.

 

Councilman Mattox provided information about Dianna Noli Hill, Municipal Court Administrator, who has worked for the City for over 30 years.

 

Councilman Mattox relayed information about Pete Ramos, Police Sergeant, who has worked for the City for over 30 years.

 

Councilman Nowakowski mentioned that Sgt. Ramos has volunteered hundreds of hours at youth centers and thanked him for his service.

 

Councilman Stanton provided information about Mary Ellen Gallego Nieto, of the Finance Department, who has worked for the City for over 35 years.

DONATION FROM THE URBAN LAND INSTITUTE

This report informs the City Council of a $6,900 Arizona Urban Land Institute – Young Leaders Group contribution and requests City Council to formally receive the donation on behalf of the Youthbuild Phoenix program.

 

The Human Services Department staff recommends the City Council accept the donation of $6,900 on behalf of the Youthbuild Phoeinx program.

 

This item is for information, discussion and action.

Action Taken:

Deputy City Manager Rick Naimark introduced this item and Human Services Director Gloria Hurtado.

 

Councilmen Stanton and Mattox left the meeting at 3:08 p.m.

Ms. Hurtado described the Youthbuild Phoenix program and all of the accomplishments in its 10 year history.  She introduced the representatives of the Arizona Urban Land Institute’s Young Leaders Group, Jennifer Miller and Emily Oher.

 

Ms. Miller thanked the City for their storm clean up efforts.  She continued by explaining the goals of the Urban Land Institute's Young Leaders Group.  She mentioned the group is proud to present the City of Phoenix with a check in the amount of $6,900 for a second year in a row.
