This report provides advance notice of liquor license applications that were received by the City Clerk during the period of Wednesday, October 8, 2008 through Tuesday, October 14, 2008.

 

INFORMATION

The liquor license application process includes the posting of a public notice of the application at the proposed location for twenty days and the distribution of an application copy or a copy of this report to the following departments for their review: Finance, Planning, Police, Fire, Street Transportation, Development Services, and the Maricopa County Health Department.  Additionally, License Services mails a notice to all registered neighborhood organizations within a one-mile radius of each proposed business location (excluding Special Events).

 

Additional information on the items listed below is generally not available until the twenty-day posting/review period has expired.

CITY COUNCIL POLICY SESSION

TUESDAY, OCTOBER 14, 2008 - 2:00 P.M.

CITY COUNCIL CHAMBERS

Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the City Council and to the general public that the City Council will hold a meeting open to the public on Tuesday, October 14, 2008, at 2:00 P.M. located in the City Council Chambers, 200 West Jefferson, Phoenix, Arizona.  Council members may participate by telephone.  As indicated in the Agenda, the City Council may vote to go into Executive Session, which will not be open to the public, for the purpose of discussing those matters listed on the Agenda.

Mayor Gordon called the meeting to order at 2:10 p.m.  Vice Mayor Neely and Council members Baier, Johnson, Mattox, Nowakowski, Simplot, Stanton, and Williams were present.

This item is scheduled to give City Council members an opportunity to publicly request information or follow-up on issues of interest to the community.  If the information is available, staff will immediately provide it to the City Council member.  No decisions will be made or action taken.

CONSENT AGENDA.

 

This item is scheduled to allow the City Council to act on the Mayor’s recommendations on the Consent Agenda.  The Consent Agenda has been publicly posted.

 

Action Taken:

Vice Mayor Neely moved approval of items one and two of the Consent Agenda.   Councilman Stanton seconded the motion, which passed unanimously.

 

Vice Mayor Neely moved approval of item three of the Consent Agenda. Councilman Stanton seconded the motion, which passed 8:1.

 

CALL FOR AN EXECUTIVE SESSION.

 

A vote to call an Executive Session may be held.

 

Action Taken:

Vice Mayor Neely moved that the Phoenix City Council, pursuant to Arizona Revised Statutes, Section 38-431.02.A, meet in Executive Session on Tuesday, October 21, 2008 and  Tuesday, October 28, 2008 at 1:00 p.m. in the East Conference Room, 12th Floor of the Phoenix City Hall, 200 West Washington Street, Phoenix, Arizona.  Councilman Stanton seconded the motion, which passed unanimously.

 

AGENDA ITEMS.

 

This item is scheduled to give City Council members an opportunity to ask questions about the Formal Agenda on October 15, 2008.  If the information is available, staff will immediately provide it to the City Council member.

There were no information requests.

 

REPORTS BY THE CITY MANAGER.

 

This item is scheduled to allow the City Manager to report on changes in the City Council Agenda and provide brief informational reports on urgent issues.  The City Council may discuss these reports but no action will be taken.

 

Action Taken:

City Manager Frank Fairbanks announced a memo had been distributed to the Council informing them of two add on items to tomorrow’s Formal Agenda of Wednesday, October 5, 2008.

 

Mayor Gordon presented Ken Mueller of Sims Metal Management with a Friends of Phoenix award.

 

Councilman Mattox acknowledged Mr. Mueller for his monetary contributions to Cesar Chavez and Carl Hayden High Schools for their Green and Science programs.

AZNAHRO AWARDS FOR OUTSTANDING HOUSING DEPARTMENT RESIDENTS AND EMPLOYEES

This report provides the City Council with information on awards presented by the Arizona Chapter of the National Association of Housing and Redevelopment Officials (AZNAHRO) and the Arizona Housing Authority Director’s Association (AHADA).

ZERO BASED BUDGET REVIEW PACKAGE

Staff will present three budget reports to the Mayor and City Council. One report is the Zero Based Budget Review of general fund expenditures. This report will be the basis of the City Council ratings which will be turned in at the City Council Policy meeting on October 28, 2008.  There are also two reports on Allocating Budget Growth and Shortfall.  City Council is requested to provide general guidance on the allocation.

Action Taken:

City Manager Frank Fairbanks introduced the item and Budget and Research Department Director Cathleen Gleason. He stated the item consisted of two parts: the Zero Based Budget (ZBB) review and the general allocation of budget growth and cuts.
