"Citizen" as used in this context means a member of a community coalesced around common
needs and wants, pursuing common goals in a pluralistic democratic society. Citizenship, as used
in this document, is not limited in scope to a narrow definition of a person who is native born or
naturalized under the laws of the United States.
The citizenship model used is based on the "Citizens First" initiative
of Orange County, Florida.
As defined by that initiative, Citizens First is a two-way street in which responsible governance is
characterized by a partnership with the people and an active, involved and responsible
citizenry supports effective programs.
