Development Impact Fees
Development Impact Fees are charged at the time building permits
are issued to all development within certain growth areas of the city, with the
exception of water and wastewater hookups which are paid when the permit is issued
for the water meter. This Web site has been established to help you understand
how the city calculates impact fees.

On Nov. 15, 2006, the Phoenix City Council adopted changes to the
Infrastructure Financing Plan and Chapter 29 of the Phoenix City Code (the Development
Impact Fee Ordinance). In part, Section 29-14 of the code was amended to require
an independent evaluation of one-third of the Development Impact Fee Program's
public facilities categories on an annual basis.
The purpose of the Policy Memorandum is to provide a diagnostic review and evaluation of the city's existing development impact fee system, identify policy issues, and present alternatives for the city and stakeholders to consider when updating the impact fee program. The intent is to provide broad policy guidance to the City Council as it reviews the Development Impact Fee Program. The City Council may adopt amendments to the Infrastructure Financing Plan as may be appropriate taking into consideration the Policy Memorandum and any other factors that may be relevant. The Impact Fee Update: Policy Memorandum was adopted by the City Council on June 11, 2008.
Updates to the Major Streets and Bridges, Parks and Trails, and Open Space Impact Fees, and changes to Chapter 29 Development Impact Fee Ordinance are the first in a series of annual updates. The amendment process began in early 2008, and it is expected that adoption will occur the first quarter of 2009.
