City of Phoenix - Consolidated Annual Performance and Evaluation Report (CAPER)
 
In 2000, the City of Phoenix developed the 2000-2005 Consolidated Plan. As part of the Consolidated Plan process, the city must detail a specific one-year plan for the use of U.S. Department of Housing and Urban Development (HUD) formula grant funds. The one-year action plan is based upon the housing and community priority needs as defined in the Consolidated Plan along with the financial resources anticipated to be made available to address those needs during each fiscal year. The Annual Action Plan guides the allocation of resources and other investment decisions made by the City to assist lower income Phoenix residents and neighborhoods.
