The Conventional Public Housing Section's provide maintenance and operate the city-owned public housing. The Conventional Housing program has housed tens of thousands of people since its inception in the early 1940's. Additionally, in fiscal year 1999-00, staff helped 60 residents improve their economic standards by achieving full-time employment, and 95 residents were placed in job training programs or school.

The Conventional Housing Section operates complexes in five areas consisting of 1,432 units and 4,800 residents. The program maintained a vacancy rate of only 1.1 percent in 1998-99.
